Enhanced System Management Module to support SegmentFeatures and associated values by begin/end range

BUG FIXES

Fixed an issue where the Growth Analysis Report would not filter correctly when accessed from Integrity Compliance Post-Analysis reports
Fixed an issue where certain columns in the Dig Plan Details screen would appear to be editable
Fixed an issue preventing a user from deleting a Dig which had comments associated with it
Fixed an issue causing analysis to error when using the Historical Growth Trend CGR option
Fixed an issue where the dates displayed in the Digs grid could display values off by one day vs. actual date
Fixed discrepancies related to Close Out report
Improved error handling and reporting in cases where POE & Historical Growth Trend background jobs can fail
