When in implementation or rolling out a new state, provide the option to upload a spreadsheet with the response name, detail, ongoing/close/both, etc and what the appropriate mapping to the center should be. Current state has utilities or implementation specialists manually entering responses one by one.

have standard state responses able to be imported during implementation to save time and labor while updating contract locators or expansions. i.e. Virginia has 29 response codes that must be specifically in use, spend the time elsewhere.
